With 2025 just around the corner, there's a big change coming to California boating laws that you need to know about: the California Boater Card is becoming mandatory for ALL motorized vessel operators, regardless of age!


No more phased-in requirements – by January 1, 2025, if you're operating a motorized boat on California waterways, you'll need this card. So, let's dive into everything you need to know to get your California Boater Card and stay compliant for smooth sailing!

What is the California Boater Card (and why do I need it)?


Often referred to as a "boating license," the California Boater Card is proof that you've successfully completed an approved boating safety education course and passed a corresponding exam. It's essentially your ticket to legally and confidently operate a motorized vessel in California.


The goal? To make our beautiful California waterways safer for everyone. By ensuring all operators have a foundational understanding of boating rules, navigation, and emergency procedures, we can significantly reduce accidents and enhance the overall boating experience.


Who Needs It in 2025?


This is the key takeaway for 2025: everyone operating a recreational motorized vessel on California waterways will need a California Boater Card. This includes:


  • Motorboats (any size!)

  • Personal Watercraft (PWCs) like jet skis and Sea-Doos

  • Motorized sailboats

  • Houseboats

  • Wakeboard and ski boats


Even if you're just using a trolling motor on your fishing boat, you'll need it!


How to Get Your California Boater Card in 4 Simple Steps:


Getting your Boater Card is a straightforward process. Here's a breakdown:


  1. Complete an Approved Boating Safety Course:


    • This is the core of getting your card. You'll need to take a boating safety course approved by the California State Parks Division of Boating and Waterways (DBW) and the National Association of State Boating Law Administrators (NASBLA).

    • Where can you take a course? Many reputable providers offer online courses, which are often the most flexible option, allowing you to learn at your own pace. Some even offer interactive experiences with videos and quizzes! You can also find in-person classroom options.

    • Popular approved online providers include: Boat-Ed, BOATERexam.com, Drive a Boat USA, ilearntoboat, and BoatUS Foundation (which even offers a free online course!). Check the California Boater Card website for a full list of approved courses.

    • What will you learn? These courses cover essential topics like:

      • Navigation rules and aids

      • Safe vessel operation

      • Emergency procedures and equipment

      • Boating under the influence (BUI) laws

      • Environmental responsibilities


  2. Pass the Final Exam:


    • Once you've completed the course material, you'll take a final exam. Most online courses offer unlimited retries, so you can study until you're confident!


  3. Apply for Your California Boater Card:


    • After successfully passing the exam and receiving your Certificate of Completion, you'll apply for your official California Boater Card through the California State Parks Division of Boating and Waterways (DBW) website (CaliforniaBoaterCard.com).

    • You'll typically need to:

      • Fill out an online application.

      • Provide proof of your completed education (your certificate).

      • Pay a one-time fee (currently $10).


  4. Receive Your Card:


    • Once your application, proof of education, and payment are approved, you'll usually receive a 90-day temporary boater card via email. Your official, permanent California Boater Card will then be mailed to you within a few weeks.

    • Good news! Once you have your California Boater Card, it's valid for life and never expires!


Age Restrictions and Supervision:


While the Boater Card requirement applies to all ages in 2025, there are still specific age restrictions for operating certain vessels:


  • Under 16 years of age: Cannot operate a motorboat with a motor of more than 15 horsepower, except for a sailboat not exceeding 30 feet or a dinghy used directly between two moored boats or between a moored boat and the shore.

  • 12-15 years of age: May operate a motorboat with more than 15 horsepower (including PWCs) only if directly supervised by an adult (18 years or older) who holds a valid California Boater Card.

  • 16 years of age or older: Can operate a motorized boat without supervision, provided they have their California Boater Card.

Operating a motorized vessel without a California Boater Card in 2025 can lead to penalties. Fines typically start at $100 for a first offense and can increase for subsequent violations. You might also be required to take a boater safety course if you're convicted.
